In this study, I compared and analyzed the regional and economic revitalization attempts through tourism promotion, among the policies for local development in both Korea and Japan. Korea and Japan are expected to see a rapid decline in the number of people available for production and the total population, along with low birthrates and an aging population. The total fertility rate is the lowest among OECD countries. In addition, the concentration of the population in the Seoul metropolitan area and the gradual depopulation of the provinces are feared to have a negative impact on all areas, including economic, societal, and cultural. Local creative policies to cope with such problems, such as the national crisis, the creation of jobs in the tourism industry and the revitalization of the local economy are also significant. Japan established its tourism entry ahead of Korea and established directions and strategies for it's tourism policy in line with global trends. The tourism promotion policies of Korea and Japan are similar in that they link local tourism resources with nature, history, culture, religion, sports, arts, and industrial heritage. They make efforts to attract tourists by using them as places of experience and learning. However, while Korea's Balanced National Development Act for Local Creation Policy is designed to address the imbalance between regions, to improve national life and balance national development through selfreliant developments which are tailored to regional characteristics. There are detailed differences in tourism policies as it stems from the perception that social problems such as the reduction of the Japanese population, the unipolarization of Tokyo, issues with employment patterns, and the slowdown of the local economy are all related. Although Korea is lagging behind, it is meaningful to benchmark Japan's tourism policy to find more advanced strategies and seek solutions.
