- 일본의 독도정책에 대한 고찰 - 이른바 ‘다케시마의 날’과 일본의회를 중심으로 - -
이 논문이 논문은 일본의회에서 독도영유권주장논리가 어떻게 만들어지는지에 대해서 분석하고 있다. 분석대상은 일본의회 중･참의원 속기록에 나타나는 일본의원들의 독도관련 발언이다. 의회속기록이 지니는 중요한 요인은 의원들의 독도관련 발언이 향후 일본의 독도정책을 가늠해 볼 수 있는 리트머스 시험지가 되기 때문이다. 예를 들면, 시마네현의 이른바 ‘다케시마의 날’행사가 처음 언급된 시기는 1987년 8월 19일 중의원 농림수산위원회에서 이시바시(石橋大吉)의원에 의해서 제기 되었다. 이시바시는 독도가 일본의 고유영토인데 한국에 의해 점거되어 있으며 북방영토와는 다르게 국민적인 관심이 없다는데 불만을 토로한다. 이후 20년이 지난 2006년부터는 시마네현 주관으로 이른바‘다케시마의 날’행사가 개최되고 있다. 올해로 14회째를 맞은 이 행사는 처음에는 지방자치단체 행사에 불과했지만 2013년부터는 중앙정부에서 ‘내각부대신 정무관’이 공식으로 참석하고 있다. 그래서 이제는 이른바‘다케시마의 날’행사를 일본에서는 중앙정부의 행사로 인정하고 있다. 그리고 이 행사가 치러지는 날이면 수십 명의 국회의원들이 이른바 ‘다케시마의 날’ 참석하고 언론들도 앞 다투어 관련행사를 보도하면서 독도문제를 부각시키는 행사로 자리 잡고 있다.
A Study on Japan’s policies regarding Dokdo : Focus on the socalled ‘Takeshima Day’ and the Japanese Diet
This paper analyzes how the claims over Dokdo are made in the Japanese Diet. The data being analyzed are the Japanese assemblymen remarks regarding Dokdo in the minutes of the Japanese House of Councillors and House of Representatives. The importance of these data is that they function as a litmus paper to predict future Japanese policies regarding Dokdo. For example, the so-called 'Takeshima Day' event was first mentioned in 19 Aug. 1987 by assemblyman Ishibashi at the House of Representatives' Committee of Agriculture, Forestry and Fisheries. Ishibashi mentioned that Dokdo is an original territory of Japan but had been occupied by Korea, and complained that there is not much concern for the territory unlike the Kuril Islands. After 20 years, since 2006, the so-called 'Takeshima Day' event is being hosted by the Shimane prefecture. At first, this event was just a local government event, but since 2013, a 'political officer from the central Cabinet' has been officially participating in the event. Therefore, now the so-called 'Takeshima Day' is recognized as a central government event. On the day of this event, dozens of assemblymen participate in the so-called 'Takeshima Day' event and the media competitively covers the event and magnifies the Dokdo issue.
